I have had several inquiries from NW/Plains CCs as to the legality of
allowing applicants to apply for more than one vacant seat as it's not
allowed during the regular elections. I am putting it up here so that their

I have to go to the public library to get access to that as the online one
is not complete. Going on memory what it actually said was "An Executive
Order can only be overturned by public mandate". This is very much open to
interpretation and my best guess would be only another Executive order could
do this. I will be going to the library either tomorrow or Saturday and

I've always thought Mr. Waller to be one of the fairest and most level
headed persons within this project. My only close contact was through
the -ALL list. If that was an example of his true self, I don't think the
