well here is "the" book you absolutely need to do an ILL on. . .in fact
a copy might be in your local largest University Library:
"Census Records for Latin America and the Hispanic United States" by
Lyman D. Platt, Ph.D.
There are very good Census records for Mexico going back to the 1600's
maybe even some earlier, but they were localized and not national (maybe
because the Spaniards weren't in control of the whole nation back that
far). It wasn't until modern times something like 1900 or 1910 that t
what were you wanting to know? I'm not an expert on it but I've used
some of the LDS films for Jalisco and Zacatecas Census in the 1817 time
period.

I will definitely check into getting that book. I am right now needing to
search the Durango and Chihuahua states. I would be pleased if you could
send me a sample of an 1800's census page from Mexico.
