Hi Dorothy, From some recent work I'm doing, I can at least say positively that a "free mariner" was clearly a mariner NOT in the Company's service. ( Along with many other volunteers, I am currently transcribing the Indexes to Miscellaneous Bonds, for the year 1823. These Bonds were taken out to permit people outside the Company's employment to reside in India. And "free mariner" is one of the popular descriptions of those applying for Bonds.)
