Elizabeth Carter was born on May 1, 1847, in Cecil County, Maryland (making her just 3 years old in 1850). Her parents were James Parker Carter (b. 12-7-1818; d. 11-24-1848) and Frances Ann Barcus (b. Feb. 14, 1822; d. Dec. 9, 1860). They were married on July 2, 1840, in Cecil County, MD.
