Of the counties you mention I've only researched in Fairfield Cty. We found the Courthouse people very accommodating (we were searching for land records) and the library is has a reasonably good (if not good) genealogy section. Both are downtown Lancaster.

Just an idea that you might contact SketchDon@aol.com as I had talked to him last month when he had some information on Rupe.
He was not researching the Rupe name but he is researching Bowman. I only have one Bowman showing in my history of Rupe's and that was when John Sands Bowman married Sarah

Lancaster Ohio is a wonderful place to do research. The folks in the
Fairfield County Courthouse are very friendly & helpful. The courthouse is located
on Main St. on the hill right after you go through the downtown section. It's
on the right hand side going east. Lancaster, Ohio is the home of Anchor
Hocking and Gen. Sherman, Civil War general. It has wonderful old homes and brick
streets. Plan to stay awhile. You will love it there.
