I checked the 1920 census for Charles and Rachael, and she's listed as a
widow so that would indicate that he died?

even tho the 1930 is an every-name index it doesn't list the place of birth
for everyone [usually only the head of household] so it makes it hard to
find the spouse or children at times. I don't find a Bertha and an Arlene
together in OR or in the same state together.
There are 4-26y Bertha BEARDs indexed: in Avoyelles Co, LA; Washington Co,
MD, St Louis Co, MO, Buena Vista Co, VA.
Arlene in Carroll Co, MD, and Chester Co, PA, and an Arline BAIRD in OR,
11y b.OR-census says Ardine and mo.b.IA.

the best match. I wonder why some people can never be found in census

Dianne- some reasons people are never found are because they were missed, or
not home when the census taker came; they may have been moving or traveling,
or maybe even hiding....
