I have in the past hired someone to look for this date but nothing was listed

I've got a question about Obtaining Death Certificates from Pennsylvania.
I went to the Vital Records Information site and found this statement under
the requirement for PA:
"Access to birth and death certificates is limited to next of kin. Submit a
readable copy of applicant's driver's license or other picture ID with your
request."
Am I understand this right?
A person requesting a copy of a death certificate has to send a copy of their
driver's license?????

I'm looking for anyone that might have information on William M. West
and Kate B. West and their family. They resided in the Bedford County
area, Bedford Twp. According to the 1880 census with their son John
Halfpenny West.
William worked on the railroad and at some point was transferred to
Olean NY, I'm trying to find information on his marriage and any other
children, or any information in general that any members of this list
might be able to share with me.

know of the family? His daughter Anne Brothers was my ggg grandmother
and I hope to find more information on the family. The 1820 Bedford Co
census has them in Greenfield Twp.
Any help or direction would be appreciated.

I have not had any problems getting any certificates I have asked for, no
matter what the relationship. I have always just put the real relationship,
no matter how distant it was. Might matter more for more recent deaths
though.
