I too am both Piatt/Pyatt and Gilpin. But I don't think mine are closely related to yours in either family.
In my database I do have a Katherine Heisler, but her surname was not, to my knowledge, ever Gilpin. She was married to a John Smithberger and had daughter Rosa who married Harry Piatt of Monroe

I would think that Fr:s is probably the abbreviation for Francis. A colon
used to be the symbol for abbrevation, rather like we use the period today.

Since your father Benjamin Piatt was born in 1935 he would not be in the census records available to the public as yet. I have found this family in the 1930 census which I believe is his, though:
