I rather think that the answer to Richard STEER's parentage lies in the 1891
census.
Richard STEERS (blacksmith and shoe smith aged 42, born Fulham, London) was
living at 46 Quarry Road, Tunbridge Wells, Kent with his wife Emily (aged
42), their children and his widowed mother Eliza MALLCOMBER (aged 73, born
Speldhurst, Kent). We know (or at worst are pretty sure) that Richard's
mother was Frances Ann nee CANNON who married Richard STEERS in Q1 1849 in
Kensington, Middlesex. Their first child

There is an ESSENHIGH connection through QUAIT, so it's possible that
Frances ESSENHIGH, with the family in 1841, is actually a relative, as well
as a servant.
John E. Quails in the 1851 is actually John E Quait, as you no doubt worked
out.

Didn't find marriage record for Errol John and Katherine C.

So far I have found no connection between John and Ann, other than by marriage.

1851 census is fairly clear, I think. It is the census where lines were drawn between each household.
William and Elizabeth Durling are the first household on the page, household 30.
The young Steer family without a head of house are the second family, household 31, with a line and a space between them and the Durling family.
