The 1890 veterans census or survey was, by definition, a survey of Union
veterans (although a few Confederates slipped in due to confusion in
some locations). Therefore, your Richard Thompson was virtually certain
to be Union.
Also, following are unit listings from Bradley Co TN; & the Union 4th
Cavalry, Company E was a Bradley Co Union unit.

If you go to this site -

under 'soldiers', you can search for names recorded in the the compiled
service records. I find the following in the Union 4th Cavalry, Company E:
Asbury C. Thompson
John Thompson
John H. Thompson
Timothy L. Thompson
John Tompson
The problem with searching this site is that it doesn't allow for
spelling variations; so if there is some slight mis-spelling, you don't
see it. You can see a regiment history & a complete name listing for the
Union 4th Cavalry regiment by going to the 'Regiments' sections at this
site; however, you can only see 20 names/page, starting with A, and
there are over 1900 names in the regiment. (You used to be able to
download a complete regiment listing in Excel format at this site, but
they've removed that feature.)
Easier yet, just go to this site which is dedicated to the Union 4th
Cavalry:

As you may note, there is a 'Richard Thomas' listed in Company E,
although he was from McMinn Co.
Have you checked to see if your Richard received a pension?
Note that the discharge date of 7-24-1865 doesn't 'fit' the discharge
date of the regiment. Not a certain sign, but it is a clue that
something isn't fitting.
