Yes, "23" is viginti tres, but "23rd" is vicesimus tertio.

Note also on the link you sent to the FHL site, under "numbers" that 23rd is
"vicesimus tertius" and it states at the top "In written dates the ordinal
numbers usually end with the grammatical ending (-o)." That would make
"vicesimo tertio."
