It seems possible to me that in this instance DNR stands for "Do [or Does] Not
Remember". Was Charles Eck a particularly old man at the time of this pension
application? If he lost his father at a very young age and was elderly when
he
was filling out (or being helped to fill out) this application, it is not
inconceivable that he might not have remembered his father's given name.
