Doug, I respectfully suggest that what you describe may not be a
"breakdown" in the GEDCOM specs, but a fault of the programs
involved. How can it be the a failing of GEDCOM 5.5 if a program
decides to use the PAGE tag for a generalized comment about the
source instead of for its intended purpose?

The GEDCOM specs say:

"PAGE {PAGE}: = A number or description to identify where
information can be found in a referenced work."

I think that is clear enough. Why would a program decide to use
it for something else?
