For better or for worse, the Freedom of Information Act gives you
pretty broad access to the service records of even living strangers.
It is time consuming, not free, and the results are quite variable.
[Sometimes a FOIA request comes up with papers that a veteran didn't
get when he requested copies of his own records. . .. sometimes the
FOIA file is incomplete.]
