The other two places I know of are the National Archives Regional Branch
in Manhattan and the Rochester Public Library. In Albany, they're physically
located at the NY State Archives, which is in the same building as the State
Library (and which I think is just a division of the State Library).
There may or may not be others by now - it's often a matter of the
prospective local repository coming up with the money to pay for the
duplication. The copy at the National Archives Branch was funded by a
generous patron.
