It's hard to tell why they did not receive an answer without knowing what
they asked for.

You have both Volunteers and Regulars and the records are arranged
differently. There might be pension application files which are on the
Pension Index M313 or there might be an Unindexed Bounty Land File which
is exactly that, arranged alphabetically and not on microfilm.

I work with these records all the time and it's necessary to know exactly
what list or database they appear on and what type of source is sited.
Without the source citation all of the possibilities have to be run.

NARA will do exactly what you ask. If you are using NATF 80 and don't
give them a regiment number they don't have the time to search all
possibilities. It's also possible the name is spelled one way on the list
and another way on the official records. This will result in a negative
response from NARA.
