You may want to check the tables on page 32-33, 40-41, and 46 of my book,
Locating Lost Family Members & Friends. The tables give specific information
for each state on available indexes for vital records. I realize that is not
your specific question, but the information may help in what you are doing.

Specific information for Colorado:

Births are closed for 100 years and births less than 100 years old are
highly restricted to WHO may obtain the record.

Deaths have restrictions on WHO may obtain a certificate.

Marriages and divorces are public record - no restrictions.
