Hi, Nancy -- It's a good question and shows how standards provide a certain
latitude. Standard 8 in the Manual describes what should be included in a source
citation. As you can see, the census and other citations in the sample
compilation you referred to, beginning on page 104, do meet that standard, even
though they don't provide the NA micropublication and reel numbers.
Standard 8 also includes a note referring to *Evidence! Citation and Analysis
for the Family Historian*, by Elizabeth Shown Mills (Baltimore: Genelaogical
Publishing Company, 1997). The census citation examples in *Evidence!* do
include the micropublication and reel numbers, and are how I cite them in my own
work.
Note that if the compilation didn't include the note that you quoted, it
wouldn't meet the standard. Versions of some censuses exist that are different
from the NARS micropublications. Referring to NA in either a prefatory note
(like on page 107), or in each census citation (like *Evidence!* recommends) is
necessary to clarify which census publication you used. Otherwise, the original
source would be ambiguous and the citation wouldn't meet Standard 8.
In any case, you're right that Standard 8 and the sample report leave open the
option not to include the NA numbers, as long as what you do include meets the
