I am curious as to where you learned this "rule." Why is
this "unacceptable"?

Book manuscripts are frequently sent to several publishers
simultaneously.

Magazine free-lancers often have several copies of the same
story circulating to the specialty magazines.

Absent a prior understanding with the publisher / editor to
the contrary, an author does not need to make exclusive
submissions. A publisher / editor who expects exclusive
submissions should also expect to compensate the author for
such.
