I need facts pertaining to the following:

How long has the CA brith index been on RW? 2 years?

It has been stated here that the CA VRs are available in
"any public library." Details, please. What format? How long
have they been available (I seem to recall someone checking
this for me in the 1980s.) Is it really "any library" or
just most libraries or those libraries that choose to have
it available, etc.

Have VRs always been public records in CA? If not, since
what year?

Please, no guesses.
