No that is an overstatement. The dead have no right to privacy.
The issue is information on individuals presumed to be alive.

Richard: Thank you for your cogent analysis. I don't even work in this
century as a rule, but agree with you that mindless closing of records to
protect mythological "privacy rights" is a slippery slope. Will the
"closing" advocates next go after 18th century records that prove
illegitimacy or miscegenation lest they allow public access to scandals
about our ancestors, thereby interfering with our "pursuit of happiness"
rights?
