I have never used PayPal for transferring funds but I
can fully understand that if someone purchased an item
from me or used my services and wishes to pay via
PayPal but after authorizing PayPal to take money for
transfer but held onto it, and failed to pass it to
its ultimate goal, I would hold the original sender
responsible and not PayPal.
If there is no regulatory agency controlling PayPal
then that leaves the door wide open for abuse.
