Ellen, the legal provisions surrounding the issuance, payment, and
collection of bonds are set forth in detail in state statutes. The only way
to get an accurate answer for any given place and time would be to visit a
law library and check the statutes or cumulative "code" for that state and
that time period. And, of course, in your case you will be dealing with
Louisiana's Civil Code rather than the common law statutes that prevail in
other states.
