I just did a search on Cyndi's List and found the National Genealogical
Society's list of Guidelines for Publishing Web pages at
http://www.ngsgenealogy.org/comstandweb.htm. NGS also has a list of
Standards for Sharing Information for Others at
http://www.ngsgenealogy.org/comstandsharing.htm.

Cyndi also has a bunch of sites on Netiquette listed at
http://www.cyndislist.com/internet.htm#Netiquette. I'll put in a plug for
her list. I use her resource frequently both for genealogy and for learning
about internet tools. She has a search tool that is very helpful for these
kind of questions.
