Google search turned this up at a DoD site:
"Military Service Numbers (MSN) were issued to members of the armed forces
before Social Security Numbers (SSN) were used to identify personnel. The
changeover to Social Security Numbers occurred in the late 1960's, so many
retirees who are eligible for the certificate may have only a Military
Service number on their supporting document."
