I did not see the original post on this theme, however, I am probably about
the most qualified to answer questions about the DD Form 214, as I am a Navy
personnel retiree who presently works for the Navy's Board for Correction of
Naval Records.
The first appears to have been when did the services begin using the SSN
instead of the service number. I will have to verify but I would guess that
it was circa 1950's. I will check that one out and get back to everyone. I
will say that when the draft stopped, all branches of service began using
the SSN as a service number because the service numbers were issued by the
draft boards and not by the branch of service. What you do have now is a
selective service number that is issued to individuals required to register,
however, not everyone in the military is required to register at this point.
The other issue deals with the filing of original copies of DD Form 214's
with the county clerks. My understanding is that now there seems to be
problems of this info being published or stolen. As it is filed with the
county, just about anyone with the time could get this info.
The DD Form 214 has not changed in many years and, in fact, the directives
that cover the form have not been changed since 1993. That was only to
issue administrative changes and did not change the form. From my
experience I do not believe their has been a change to remove the SSN and
date of birth as these are the main identifiers for the individual and since
all of your benefits from the Veterans Administration are tied to this and
must be verified by this number, it would seem not something that would be
removed.
First, I would recommend that no one file their 214's with the county.
Second, the removal of the SSN from the 214 is probably not going to happen
(VA needs this to verify your eligibility for various types of benefits).
Third, you will probably not see the use of service numbers again unless we
go to the draft again. Even if this does happen, DOD would have to spend
millions on updating all of their systems to except this number vice the
SSN.

change to SSN's.
