Since your friend's mother is still living, she (your
friend's mother) is entitled to a complete copy of her
birth certificate (it looks like there is a $4.00
fee). You can print an application here:

Alternately, visit "Vital Records Information" at
http://www.vitalrec.com/, scroll down, click on PA and
follow the links.
