Chalkley's was first published in 1912 and the copyright has long since
expired (1968). The NGS library had a 1972 reprint by Genealogical
Publishing Co. I don't think reprinting it give Genealogical Publishing a
"fresh" copyright.
The three volumes have been on line at RootsWeb for several years:
