Subject: NY vital records question

I called a town clerk in NY state this morning for a birth record from
1884, but she would only give information to a direct family member,
claiming new rules after 9-11. Can someone who lives in NY tell me if
indeed rules have indeed changed since 9-11? The rules before that date
were births can be ordered (by anyone) after 75 yrs., deaths & marriages
after 50 yrs. The vital records available at the state level can still be
ordered.
I will be moving back to the Albany area this summer, and need to know
what to expect. Is this a case of a town clerk mis-interpreting the
rules? Thanks!
