Bob is probably correct on this. However, both the place columns in the SSDI
are incorrectly labeled in most renditions of the SSDI. The first is
commonly called "last residence" and this is actual the "address of record"
(there are many instances where the deceased person was actually living at a
place different from this address) and what is commonly called "final
benefit" is actually the death benefit (about $260; now a benefit paid only
to a surviving spouse or qualified dependant, but prior to 1989 it was paid
to nearest kin). If the "final benefit" was paid to a consulate address, it
would be as Bob suggests: a death benefit payment made to next of kin.
