First, your target, I believe, is in the 1930 Census
in San Francisco. He is indexed on Ancestry as
Lawrence O. Ebberts [sic]. The record is written as
Ebberts. Found by looking at all 22 year old
Lawrences who were born in CA in a search strategy (41
hits).

He is married to Amy and has a sister named Betty and
he is an architect.

Second, the NARA does not hold what you seek for
anyone after 1974 according to the details on the site
listed in a previous posting. If you look at that
page

it does reference to another government agency to
obtain the info you seek:

"Contact Passport Services, Correspondence Branch,
1111 19th Street NW - Suite 510, Washington, DC
20524-1705."


I speculate that he died abroad (traveling? working?)
and that kin did not want him brought back to the USA
for burial and thus he was buried there under the
guidance of the US Consulate hence the payment.

Although CA does record some deaths out of the country
his does not appear to be one of them according to the
CA database.
