Jana,
This is not run of the mill stuff so I must admit that I would probably have
a meeting with one of the NARA specialists before starting the search. There
are two NARA films that may be useful. I have used the FBI (Record Group 65)
files and they are very good. Your 1909 date is at the early end of the FBI
films so I would also look at INS films for Record Group 85.
There may be other files to check but I would first check the indexes for
