They had to establish your date of birth at some point. That point would be
when you applied for benefits. That can be done by mail now although at one
time you had to go into the office--they send out a form and you return the
proof with the completed form to the SSA District Office and then they return
your original documents after establishing your entitlement.
I suppose it is possible that they copied the birth certificate when your
father obtained your SS card or otherwise noted that the DOB was verified, but
I have never heard of this being done, and I think it would be odd for them
to have done that because they would have no need to verify the information at
that point. The only time it becomes necessary to establish your age is to
prove entitlement for benefits and that is done when you apply for them and
not before.
At one time I worked as a Claims Authorizer with the SSA and while the
District Office Claims Reps were the ones to review the original proofs and make
the initial determination they then sent the claims to the Claims Authorizers
at the Program Center for final approval and review (or denial). (We didn't
always approve what the Claims Reps sent us <g>.) That was when date of birth
and relationships and entitlement were established for the beneficiary and
any dependants on the account.
Before the records were computerized we used to maintain a folder for each
account with copies of all the proofs and forms until an account became
inactive at which time it was sent to the Federal Records Center where it could be
retrieved if needed in the future. Later, the pertinent info in the files
was kept electronically and the original folders were destroyed after a
specified time period.
