I would agree with Debbie on the name. That is an S and not an L.

You might want to check the bonds for September of that year to get more
samples of the letter S (hopefully written by the same clerk). The signature
looks more like Sinks than Links. In the first appearance of the name the
beginning letter does not match the L in Lee. That difference could be a
matter of a different way of connecting L-i and L-e. More samples of known L
and S words by the same hand are needed to make the best interpretation.
Hopefully these would include known L-i and S-i words/names.
