I'd like to have some suggestions on how to cite to these files. They are
on-line and each page of each document is a separate image. It seems that
there ought to be a way to cite to the pension file as a whole and then use
the image url/pdf as if it were a page number, so to speak. Some of these
people have multiple pension files and each file has an ID number, reel
number and pages on the reel (numbers are given for both first & last pages
for each file).

Some guidance would be appreciated, particularly if it points me to a way to
make only one source per file, put with some sort of pointer to the image
that supports my assertion.
