The easy answer is that in whatever jurisdiction the record was made, that's
where it stayed.

And just think of the headache that would have been had if the Clerk had
to search through everything to send out to all the various places ...
example a county that had parts of it taken to help make up several new
counties! this is why it is vital for all researchers to know the boundary
lines at specific times of states as well as counties within states, in
order to know where to look.

Hopefully you have a copy of "Map Guide to the U.S. Federal Censuses
1790-1920" by William Thorndale and William Dollarhide. I believe a new
edition that covers the 19309 census is now out. This is an excellent book
that shows the overlay of states and counties at the time of the various
censuses. I think it will help.

If you don't have this book, perhaps you have Everton's "The Handy
Book." The Handy Book states that Hardy Co WV was created in Oct 1785 and
the Co Clerk has b,md, & bur rec from 1848; pro & land from 1786 ...
Prince William Co VA however has marriage records from 1856, etc...
no mention of birth and death so some investigation needs to be done. They
simply did not keep those records that early, or perhaps a loss of records??
And is the patron really sure of where his ancestor was at?
The Handy Book states that Hardy Co WV was created from Hampshire Co WV in
1785 .... Hampshire Co was created in Feb 1753 from Frederick & Augusta cos
VA.
