I was wondering if I was reading that correctly, too. In New Hampshire our
teenagers would lose their learner's permits. Once a child turns 15 1/2,
their birth certificate is their learner's permit. (Yeah, no tests, no
paperwork, just a birth certificate and a grownup in the car with you.) They
need to give a copy to their driver's ed instructor, too.
