Is the problem you have that the town of Fairfax historically was in
Jefferson County, but was moved to another county during some state reorganization.
I have an ancestor that is in 3 differnet counties during his life time and
he never moved off the farm he was born on. I use an insert to show that
while the records is in one county the town is now in another county.

So something like Fairfax, Jefferson County [now Jackson County].

or depending on context "married in 1933 in Fairfax, Jefferson County,
Alamana. In an county reorganization in 1945, Fairfax became part of Jackson
County"
