I'm coming in late to this discussion. Sorry.

But my daddy had an old expression about Assume.

Here in Missouri, one can obtain the license in any register's office and
use it throughout the state. The license is supposed to be returned to the
issuing office. I wonder how many other places are like that?

My mother in law (now dead) lived in the county but continued to return to
St. Louis City for her licenses (she was married 6 times.).

In my notes, I would mark that the marriage license was issued in the City
but the ceremony was performed in XX place in XXX location.
