That is something like what we have here in New Jersey to this day. We have
a county Board of Chosen Freeholders who serve as the elected officials for
each county. We are the only state that still uses this obsolete title for
our elected officials. Originally, the officials had to be "freeholders"
(free men who owned land) in order to be elected to the position--but, of course,
today there is no such qualification.
