Erin, I've followed the answers - all of which I agree with. And definitely
successfully finding documents and/or information (census, etc.) often
depends on the ethnic background, geographical area, type of document you
are looking for, etc....
I suspect we've all been in your spot to some degree at some time or
another. My question would be where were you looking for what? Are you
sure you are searching in the right place for a specific type of document?
For your client you must be able to explain your statement "there are just
no documents in existence" or in your case here, 'why is the year of that
document missing."
What, if anything, can you use as a 'substitute' for the document,
thereby giving the Client something ...

While you are being paid for your time ... hopefully you got a retainer of
some sort up front, and that you have allowed not only for research for some
time for assessing the Client's information and preparing your report ...
you will also see if there is a fellow APG member that you might confer with
before you tell your client 'Sorry.'
