You can get a free download of a graphics tool called Paint.net at
http://www.getpaint.net/index.html

Paint.net is a pretty powerful tool that works a lot like Paint Shop Pro. If
you are totally unfamiliar with graphics/image tools, it can appear a little
daunting when you first open the software because there are three or four
different tool bars.

But it has a pretty good help system (look under shape tools) and what you
want to do is really is pretty simple. The effect that you are looking for
would be achieved by selecting the rectangle shape - it will be visible in
one of the tool bars - then selecting your color, and finally, placing the
rectangle around that part of your image that you wish to highlight.

And if you ever want to try anything more sophisticated, you will already
have the tools to try it.
