Greetings Kathy.
Instead of buying another piece of software just for a box, let me offer a
couple of suggestions.
If you have Microsoft Publisher (or ever word, but word is a bit more
pernickety) you can open a "new" document, then insert the image of the
census page. Once the image is on the publisher or word page, you can draw a
rectangle around anything you wish (make sure fill is "none") and make the
color anything your heart desires and as wide as you wish.
However, if you do need a robust graphic program, I highly recommend Adobe
PhotoShop (or PhotoShop Elements -- not so robust but less expensive).

I want to add a red-lined box around a family group on a digital copy of
a census page. How do I do that? The only software I have is Microsoft
Photo Editor and I do not find a way to do that with that software. So
what software do I purchase to do what I need? Or do I need to purchase
software?
