If I remember correctly, when the partnership between Footnote and NARA was announced, Footnote would be able to charge for their data for 5 years, after that it would be free. That may have only applied to the NARA records they are digitizing.

NARA has so many records that we want to access, maybe it is a good idea to partner with other companies to speed up the process and to share the expenses.
