If the gentleman is already in the SSDI, then I can't
think of any restrictions on ordering the SS-5
benefits application. While I haven't ordered one
myself for a while, I understand that they are very
slow in coming these days.
But the benefits application was probably filled out
long before the man died and so will not likely help
you find the will (unless perhaps it provides an
alternate location to search that may not have
otherwise occurred to you). On the other hand, you
mentioned that your client wants to find living
relatives through this man, in which case the SS-5 may
well provide some very useful information -- residence
at time of application, birth date, and parents'
names, for example.
