Where would one look to find an original birth certificate for a
person most likely born in Philadelphia?

After diligent searching, I found that he was born in 1931 in
Philadelphia County. But, his 2008-issued birth certificate lists
his adoptive father, not his biological father.

We do know his biological father's name, but my client would like to
see a 1931 birth certificate.
