Hmmm, the error seems to be through the M's for Chicago City Draft Board 4.  NARA says the film number for this set is IL 19.  Note the film roll number for Cass County is IL 9.   I wonder?

Thanks to everyone for their thoughts.  Linda and Joan I also searched through the F's and did not find him either.

Is there another site online that has the World War I draft registration cards downloadable?
