Michael, virtually everyone who applies for certification uses genealogy
software on a regular basis. (Don't ask me for stats; this is a totally
subjective opinion. :) However, every tool has its use. For example:

1. When you prepare an actual research report---for your portfolio, for a
client, or for your own files---a relational database can't do that. On the
other hand, for big projects or ongoing projects your client may want you to
maintain a database and your research report might need to attach a printout
of your software's genealogical narrative or charts to show the cumulative
results of current and past work.

2. When you prepare your Kinship Determination Project---the
three-generation narrative genealogy, with the embedded proof
arguments---you might begin it by "printing" your gen software's
genealogical narrative into a Rich-text file, then importing it into your
word-processing software, where you would reorganize, rewrite, expand
arguments and otherwise revise and edit to produce what the KDP calls for.
