I think because it's limited to 2 hours research time and doesn't include
'extras' (copying and other added costs), it wouldn't constitute a project
that would be a problem to do at any time, but your idea of an expiry date
is a good thing if the services being raffled are substantial. Maybe some
examples of the type of research 2 hours would 'generally' be expected to
cover (with the usual rider added that such examples might not apply
depending on the particulars of any specific project).

If you're incorporated as a business you might have to check to see if
expiry dates are allowable on gift certificates because some jurisdictions
have outlawed expiry dates (offered by businesses) so as to protect the
consumer. Even if you aren't a registered business, if expiry dates are
outlawed in your state or province the consumer may have an expectation that
expiry dates cannot be set.
