Yes

I have been in contact with the WebTV gurus. They assure me that ftp://
should work just as well as http://
I think some of the problems occur when the WebTV circuits are overloaded.
Things work a lot better when there aren't as many people logged in.

It is very limited. There is no upload/download capabilities. It is just a
browser with e-mail capability.
